OpenAI told me, DALLE presentation was rather a research report. It was not an announce of a service. They don't plan to publish DALLE in the next time (risk prevention, etc.). But they are working on further exlanations and explorations of DALLE and CLIP to be posted in the next weeks in their blog. They are very serious about ethical aspects - and the model is pretty powerful.
